Duties
Summary
You will collaborate with the Director of APHIS, PPQ, QPAS; Assistant Director, Agricultural Quarantine Inspections (AQI) Monitoring, and other staff and program officials in establishing, vetting, reviewing, editing and implementing risk based agriculture quarantine inspection, phytosanitary treatment and safeguarding policies, procedures and program objectives within the organization.

Responsibilities
The duties may include, but are not limited to:
Serves as National Treatment Policy Manager for phytosanitary treatments; serves as the lead policy representative on the Treatment Cross Functional Working Group
Serves as regulatory authority over 7 CFR Part 305
Leads regulatory updates related to 7 CFR Part 305; drafts national policies in consideration of the Treatment Cross Functional Working Group and other ad-hoc working groups
Provides oversight and establishes minimal criteria to evaluate regulatory change requests; and evaluates regulatory alternatives in accordance with the Regulatory Flexibility Act
Coordinates with the AQI User Fee Team on the collection and monitoring of Treatment User Fees
Facilitates topical or decision-point discussion groups as issues and/or crises arise
Prepares written correspondence, which includes status reports, briefing papers, decision memoranda, position papers, and other management documents
As directed, represents the Agency at national and international meetings with full authority as subject matter expert concerning the adoption or modification of rules, regulations, and procedures

BASIC REQUIREMENT:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.



FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

Experience in developing and interpreting federal regulations and policy governing treatment provisions conducted for quarantine purposes, both domestically and internationally; providing oversight and establishing minimal criteria to evaluate regulatory change requests; and evaluating regulatory alternatives in accordance with the Regulatory Flexibility Act

Experience in leading regulatory updates, drafting national policy, and evaluating potential impacts of changes in phytosanitary treatment on operations and policy for current and future imports, developing international standards for phytosanitary treatment policy and reviewing draft standards related to new or novel phytosanitary treatment or approaches

Experience leading program review of treatment facilities and programs and monitoring feedback to ensure overall program effectiveness; recommending when programs should be started, modified, and ended; setting criteria for program reviews and audits of treatment facilities and programs; and using treatment data to inform policy development and decisions

Experience as a phytosanitary treatment subject matter expert in planning, supporting, and facilitating the work of teams; identifying problems; and developing, recommending, vetting, and implementing viable risk-based solutions into program goals and action plans

Experience with program budgeting, AQI User Fee and monitoring of Treatment User Fees; contributing to Activity Based Cost models; establishing program metrics for auditing purposes and monitoring the overall budgetary health of treatment programs
